ID3 Issues

I’m not sure if my hatered should be directed towards iTunes or the ID3v2 spec, but something isn’t working with this and it’s pissing me off. Based on the spec, I believe this should be a valid ID3v2 frame with a payload length of 208 bytes (218 with frame header). Adding it to an MP3, though, and adding 218 to the tag header size field yields an mp3 that iTunes and several tag editors fail to load tags from.

RDF in ID3
I need a cardboard cut-out, so if anybody wants to stare at this for a minute or two, maybe the problems will resolve themselves.
