Am I alone in this?

It’s become apparent to me that I just don’t understand most social situations. And that makes me uneasy, scared, and just plain awkward in most social settings (parties, bars, new locales). Is this something that’s hardwired, or did I miss learning how to interact with people as a kid? I find that I just don’t understand the rules that govern social interaction (perhaps thinking that there /are/ rules is my first mistake), and find it most difficult to start (or respond to) a conversation with a person whom I have just met. That’s a problem, but one that I don’t know how to go about solving.
